openswan pluto is not running...

Estimados:

   Luego de leer pacientemente y seguir las
instrucciones de instalación de openswan en mi linux
RHEL ES 3.0 (http://wiki.openswan.org/index.php/RHEL),

obtengo el siguiente mensaje:

root en cometa openswan-2.2.0]# /usr/local/sbin/ipsec

¿Por qué me está reclamando la partida de pluto?,
necesito configurar algo más?
