Problemas con velocidad de descargas

Hola, las pruebas las realice de dos maneras con igual
velocidad en ambos casos:

1) Conecte el servidor al switch LAN 
2) Conecte directamente al Switch WAN con IP publica

En ambos casos la velocidad fue de 1.8 MB
