Este *Martes 24 de Marzo a las _*12:00*_* tendremos nuestro coloquio 
departamental en el Auditorio Claudio Matamoros, F-106, (La charla se 
transmitirá por videoconferencia al Laboratorio de Programación 
Avanzado, LPA, San Joaquín.). En esta ocasión *Guillermo Baltra 
Elorriaga* nos presentará su trabajo titulado: "Measuring the Internet: 
from Art to Science".

*Resumen:*We now critically depend on the Internet for our personal and 
professional lives. This dependence has rapidly grown much stronger than 
our comprehension of its underlying structure, performance limits, 
dynamics, and evolution. Fundamental characteristics of the Internet are 
perpetually challenging to research and analyze.
As a result, researchers and policymakers currently study and make 
decisions essentially in the dark, and agencies charged with 
infrastructure protection have little situational awareness regarding 
global dynamics and operational threats. In this presentation, we will 
explore the design and integration of analytic tools and techniques into 
the fabric of the network including: anomaly detection, Internet 
censorship and network topology.

*Mini Bio:* Guillermo Baltra Elorriaga, oriundo de Valparaíso. Posee el 
grado académico de Master of Science in Computer Science y también 
Master Of Science in Electrical Engineering de la NPS, California. Posee 
2 premios Presidente de la República de Chile. Su trabajo en mapeo 
activo de la red con primitivas adaptativas fue publicado en Passive and 
Active Measurement Conference, Los Ángeles, California. Actualmente se 
desempeña como Jefe del Área de Investigación y Desarrollo en la Armada, 
encargado de la implementación y operación de sistemas de comunicaciones 
de alta complejidad. De igual forma, ejerce como Profesor de la Academia 
Politécnica Naval en el área de Informática. Sus intereses personales 
abarcan las Redes Computacionales, el
Procesamiento Digital de Señales y las Comunicaciones Digitales.
